In accordance with the minute of Sir Thomas Lloyd of 6.1.47, the Non-African Sub-Committee of the A.C.E.C. which have had the opportunity of examining the Hong Kong Grant Code, offer the following comments:- Section 19
A proportion of 14 teachers to every ten classes in addition to the Headmaster or Headmistress and to part-time teachers for subjects such as Music, Art,
andwork and Physical Training appears to be unduly generous. It would mean that each full-time teacher would have ten free periods or more out of a weekly total of thirty five periods. The Sub-Committee consider that if money can be spared for this somewhat extravagant allowance of teachers it might be more usefully devoted to the development of primary education.
Section 34
It is presumed that the Director has powers to decide whether a proposed new school or the exten- -sion of an existing school is necessary before decid- -ing whether a grant can be made. The Sub-Committee suggest that the powers of the Director in this respect should be stated more explicitly.
Section 39
The words "in the educational interests of the Colony" which appear in the Remarks column of the Proposed Amendments should be inserted after the word "incurred" in the body of the Section.
Part IV
Section 14
Whilst the Sub-Committee are in favour of widening the scope of what can be included in the time for ordinary school attendance, they suggest that something so indefinite as "rambles" in sub-section (b, should require the approval of the Director.
Section 20
If all pupils in Class 2 have to take the Hong Kong School Certificate examination, it is presumed that the syllabus of this examination is wide enough to cater for pupils of varying abilities and is not confined to the traditional grammar school subjects.
